I don’t think it outlook problem . because it display correct charset if we send utf8 mail from thunderbird to outlook. I think it may subject encode problem. Pls see blow have 2 different result.

1.Mailscanner notify mail content . thunderbird got right subject charset. Outlook is not

Are you sure this isn't an Outlook issue?

What is the raw Subject: header? You can see this in Tbird by 'view source'.
