SPF_FAIL = 0.00 score

Hi all!

Recently I installed MailScanner, SpamAssassin and all other staff 
manually by CPAN.

All packets are installed without errors but  Mail::SPF. It can't pass 
tests and can be installed only by force install. I'm not sure that it 
is working correctly installing this way.

I tried different versions - same result. Errors are DNS errors.
There are bugs reported but not resolved:

I tried the legacy Mail::SPF::Query - same result. Tests are not passed.
