SPF_FAIL = 0.00 score

Hi All,

We just noticed that we have had some mail come in using the domain from a
local bank... but a SA report shows that SPF_FAIL = 0.00.

Any idea where to begin looking into why a SPF fail would not add to the
SPAM score?

Note: Latest mailscanner running on Centos 6.7 with postfix.
