Mailscanner logging to syslog, only partial to mail.log, driving me nuts

So did some more digging, got syslogd running in debug mode, and it appears
the messages I am not getting are coming from the facility 'local3.info'
like in the debug lines below.  Why is MailScanner sending spamassassin
result messages to local3.info instead of mail.info?
