Disabling auto sa-update in MailScanner

Sa-update is a manual thing, infact it will 'fix' the completewhois crud in 3.2.3 by turning it off.

It's up to you to say when to run sa-update/rdj etc etc via cron or whatever, MS doesn't get involved.
