Additional recipients within same lose mail when quarantined/released...

What you could do is split the messages at the MTA level. See the page 
at 
http://wiki.mailscanner.info/doku.php?id=documentation:configuration:mta:postfix:how_to:split_mails_per_recipient&s=split%20postfix 
for an explanation.

We use this on sendmail and it works great. Only downside is that your 
mailserver will have to scan more messages...
