I ran into this problem as well. The ratio that clamscan was reporting 
was only 3, and I was using defaults from clamavmodule. My solution was 
to go back to clamav. Upgrading to 0.90.2 fixed the problem and I am 
using clamavmodule again. There is a security issue scanning .cab files 
with pretty much everything before 0.90.2, which is what prompted me to 
do the upgrade.
