Have a look at this:

The "deliver" option is only applicable to spam actions. The example
I referred to was simply to show you how to add "AND" logic to a rule
set.
Ultimately every rule file MUST implement the options that are valid
for the setting in question. So, "deliver" has no meaning within the
context of the "Archive Mail" setting.
