Read the comments for Archive Mail ... this is probably not what you
are after... Or pehaps it is... If it is, lose the "deliver"...

It seems more likely that you are after setting the Non Spam Actions
correctly, so that you get a backup of all delivered real mail. Look
at http://www.mailscanner.info/MailScanner.conf.index.html#Non%20Spam%20Actions
for the correct syntax. Probably something like
From: *@abc.com and To: *@tech.com deliver forward backup at abc.com
FromorTo default deliver
... in the relevant ruleset would work.
