Problem with rulesets

1. Yes the reciepient matches *@domain.com, i have also tried specific users
in the ruleset in this case like user at domain.com.

2. Im not sure what you mean!

3. Yes i have been restarting mailscanner after every change.

I've been grappling with these for a while now, i cant see whats causing
this!
