It's easy to add the required lines to sendmail.mc:
$ grep _LA /etc/mail/sendmail.mc|grep -v ^dnl
define(`confDELAY_LA', `8')dnl
define(`confQUEUE_LA', `20')dnl
define(`confREFUSE_LA', `16')dnl

I slow connections down at 8 and refuse at 16... and don't care about 
queue...
