problem with Sign Clean Messages

You are doing a "service MailScanner reload" between each change of 
configuration?
Also, try it with a plain text message, so that you have a simple test. 
And make sure that the "Run As User" user can read the signature file(s).
What does your maillog say? Anything useful?
