problem with Sign Clean Messages

I am trying to enable the Sign Clean Messages feature.  I had created a
rule set and it wasn’t doing anything, so I simply set Sign Clean
Messages = yes.  But, still nothing is happening.

 

I am using an older version MailScanner-4.37.7-1.

 

Is there a way that I can troubleshoot this?
