problem with Sign Clean Messages

Yes, I had reloaded and even restarted.  The maillog just indicates that a
new batch went through successfully.

I did try with just plain text and that seems to work.  Not sure why the
HTML wouldn't be working.  I'm using the two default files that came with
MailScanner.
