Allow mail unscanned from localhost.

in MailScanner.conf make sure the following rule file is defined for the
Spam Checks option.
Spam Checks = %rules-dir%/spam.rules
in the spam.rules file place the following..
From: 127.0.0.1 no
FromOrTo: default yes
