Isn't this going to make rather a lot of work for you, reviewing all the
submissions to ensure that cunning phishers don't submit a
legitimate-looking redirector that they can abuse later, once it's got
onto your whitelist?

Or will you only be accepting submissions from known and trusted
MailScanner users?
