Presumably it would only apply to deliveries to that user. But since
mailscanner can't determine who a mail is being delivered to I guess it's
a moot point.

Sadly this is a place where mailscanner shows its weakness vs other mail
filtering systems. Per-user end user configurable settings is still
somewhat messy to implement with mailscanner.
