I'd still categorize willful disregard for the rules as being "ignorant"..
Ignorance can come from a lack of awareness off fact, i.e.: ignorance of
the fact the RFC exists.
However, ignorance can also be a general lack of education, as in the
definition "an unlearned group incapable of understanding complex issues".
I'd suggest your deliberate choosers fall into the second definition of
ignorant.
