Oh yes, no argument there.
Just wanted to "point in the general direction of what's there" (and
knowing that "a big budget for what the PHB perceives as critical
doesn't mean s/he'll be less tightfisted when it cones to the crucial,
but free, piece of software s/he's _really_ relying on", this could
actually be necessary:-).
But sure, if Norbert can shake some coin loose (and in Jules
direction, to boot), that'd be best:).
