OT: spamassassin/mailscanner subject rule

Here is what I would like to do for our setup and I hope someone has 
already gone through it so I'm willing to take any suggestions on how to 
write the rule and any feedback on things to watch out for.

I would like to assign a high score to all mail whose subject includes 
any characters not found on the US keyboard, for example, only allow 
things like 
(1234567890-=qwertyuiop[]adgjkl;'zxcvn,./!@#$%&*()_+QWERTYUIOP{}ASDFGHJKL:"ZXCVBM<>>?) 
and if anything else is found (ie: CIAíS VIAGRRâ) and such, assign a 
high score to it.

Any ideas?
