Blocked filename and filetype attachments scanning changed in 4.40?

Since running MS 4.40, I noticed a change in the behavour of virus scanning and attachment scanning.
MailScanner.conf contains:

Dangerous Content Scanning = %etc-dir%/rules/not.localhost.rules

not.localhost.rules contains:

From:   127.0.0.1                       no
From:   192.168.0.30                    no
FromOrTo:       default                 yes

Since 4.40, messages submitted from the MS machine, still get attachments blocked by filename and filetype!
Has there been a change in behaviour?
