This is for historical reasons.  We didn't want to delete any email but
wanted to identify them.  After some time I began writing custom SA
rules to spot hoaxes (jdbgmgr and others) and scored them real high
(>50) because I wanted a different subject tag (I wanted to warn people
about the dangers of those mails).  At one point I decided to trash all
high-scoring spam altogether...
