Running Mailscanner AFTER sendmail?

MailScanner does not query the MTA.  MailScanner only deals with email that
the MTA has already accepted.  MailScanner never rejects or bounces any
messages.  The idea is to have your MTA (sendmail, postfix, exxim, qmail,
etc) know what accounts are valid.
