MailScanner not picking up anything in the incoming queue dir

Hello, all,

I saw this question in the FAQ, but it didn't seem to have an answer.
So, I thought I'd post here.

I'm running a RedHat 7.3 system, MailScanner 4.31.6 from RPMs, and
Sendmail 8.12.5.  All pretty standard installations.  When I stop
sendmail and start MailScanner, new mail comes into the incoming queue
just fine, but MailScanner never picks it up.  The logs indicate
MailScanner waking up at regular intervals to scan the queue, but
nothing gets delivered.  Messages just sit in the incoming queue,
waiting to be processed.  MailScanner logs:
Jul  8 21:08:49 zoot MailScanner[4669]: MailScanner E-Mail Virus Scanner
version 4.31.6 starting...

To the mail log, and the message repeats every 10 seconds.

Based on a suggestion from the list archives, I set my incoming queue
dir in MailScanner.conf and my queuedirectory in submit.cf to be the
same -- they actually were different (oops).  Tried to set the
MailScanner.conf setting to /var/spool/clientmqueue as it is on a
standard Redhat system, but no luck.  I also tried pointing MailScanner
back to /var/spool/mqueue.in where I also pointed submit.cf -- still no
luck.

I've run out of debugging ideas over here, and have read and re-read my
config file several times, as well as checked the docs and Googled for
this issue.  I must be searching for the wrong things; on an install as
standard as mine, somebody else must have seen this.  Any suggestions
would be appreciated!
