[OT] sendmail equivalent of zmailer's MaxSameIpSource ??

Oops, sorry, just read your posting again (more carefully this time).
The IPBlock code doesn't limit the max number of simultaneous
connections, it limits the max number of messages per hour accepted from
any particular IP address, thereby choking spam zombies. Still, it's not
exactly what you were asking for, but it might solve your problem via a
different route.
