This isn's a solution, but I had the same problem a while ago with Exim
on Debian Sarge.

I tried just about everything suggested by the list, and still couldnt
get it working so I removed Exim and installed Postfix and then
installed MailScanner and that fixed the problem.

I don't want to start a MTA flame war but I have had several problems
with exim that I havn't had postfix, including the one above.
