High CPU Utilization

Hmm
I have just done a top -c and it shows
CPU states:  cpu    user    nice  system    irq  softirq  iowait    idle
         total    2.4%    0.0%    0.6%   0.0%     0.0%    0.0%  197.0%
        cpu00    1.6%    0.0%    0.2%   0.0%     0.0%    0.0%   98.2%
        cpu01    0.8%    0.0%    0.4%   0.0%     0.0%    0.0%   98.8%

That's 197% idle!!!
Does that throw a suspision that top may be flawed
