all mails are whitelisted

Hello all,

my mailscanner marks all mails as "not spam (whitelisted)"
X-company-MailScanner-SpamCheck: not spam (whitelisted),
        SpamAssassin (score=23.067, required 5, .....

My configuration parameters are:
/etc/MailScanner/MailScanner.conf:
        SpamAssassin Auto Whitelist = no

/etc/MailScanner/rules/spam.whitelist.rules:
        FromOrTo: *@test.de    yes
        .....
        FromOrTo: default      no


/etc/mail/spamassassin/local.cf:
        use_auto_whitelist 0

user_prefs:
        use_auto_whitelist 0


My system parameters are:
Debian/testing
MailScanner 4.36.1
SpamAssassin 3.0.1 (perl module)
perl 5.8.4
