Bayes expiry parameters

I have exactly the same settings, yet I don't see a rebuild occurring
every day. To be precise, I upgraded to 4.29.6 on 26th March, yet didn't
see a rebuild until 1st April. On the 2nd I upgraded again to 4.29.7
after which it went for 2 days without rebuilding, then rebuilt three
days running. Presumably, just as when you let SA do the rebuilding on
its own, it all depends on how much it has learnt since the previous
rebuild and whether the database actually *needs* rebuilding.

I don't see how this could be the case, since MS restarts itself every
4 hours (by default). Indeed, Julian warned that strange things may
happen if you set rebuild bayes every to be less than restart every.
