Dead Files in Mqueue.in

I have a number of dead files in mqueue.in and mqueue.  Why does that
happen?  Should I delete them?  I imagine the ones in mqueue are just
waiting to get delivered and normal.  The ones in mqueue.in is what I don't
understand.
