Exim and MS 4.11-1

Well, I think I figured out why there were multiple instances of MailScanner
running - I had Max Children = 2.  I would have thought that if Debug = yes,
that it would not start multiple children.  Anyways, even with Max Children
= 1, I'm still getting the error about Exim.pm.
