/usr/local/bin is in the PATH environment.
I followed Julian Fields suggestion:
"If you delete the one in /usr/local, you want to *NOT* delete
/usr/bin/perl,
you want to delete /usr/local/bin/perl* and /usr/local/lib/perl*."
So /usr/local/bin/ does not have any perl files/directories.

Look in your PATH environment variable; if you're running as root,
it probably should include /usr/local/bin.
Here's an example from my MailScanner box:
PATH=/sbin:/bin:/usr/sbin:/usr/bin:/usr/games:/usr/local/sbin:/usr/local/bin
:/usr/X11R6/bin:/root/bin
