Rav bug fix MISSING in beta 4.23-5?

With the above changes, rav will work if you have Mandrake Security set to 3
or less.  When you set Mandrake Security to 4, (ie "msec 4") Rav again quits
working for non root users.

For servers, it is recommended that you run Mandrake Security at level 4.  I
can't figure out what causes this??  Any ideas?
