Release from quarantine

I have been thinking about this, but installing an application that
gives this GUI is an extra security risk. And extra maintenance.

We run sendmail, MailScanner as user mail. Some operators are allowed to
log in as user mail. With some (extensive) guidelines they can release
quarantined messages.
