You did remember to uncomment the line, didn't you? It's commented out in
the standard distribution of SA.

What RBL lists are you using in MailScanner?

I can only think you have slow DNS lookups. Also be warned that SA will
only re-read your config files when MailScanner does a restart (by default
every 4 hours) unless you kill it and re-run it.

Not really, other than what I have suggested above.

I'm trying to think of every possibility...
Slow DNS, or DNS Lookups you aren't allowed to do (RBL services you aren't
paying for, etc.) sounds like the most likely to me.
