Stopping recipient notification from local domains

Hi all,

In MS3 we believe there was the option to suppress warning messages
being delivered to recipients if the infection or bad file type
was sent by a domain using our Mailscanner to scan outgoing mail.

We think this was touched on recently but not sure we truly grasped
how it was achieved in MS4.

Has anyone got an example of how they set up this rule set and in particular
which section within MS.conf they used.
