This can occasionally happen with old sendmails, yes.

I've got sendmail 8.12.<something> running quite happily. Don't take too
much notice of the submit.cf stuff, just let it do what it wants to with
that. The "clientmqueue" doesn't impact MailScanner's operation at all,
seems to run just fine here.
