missing ms-init script in MailScanner 5.4.4

You should use the debian-based deb file, run /usr/sbin/ms-configure,
and modify /etc/MailScanner/defaults and related configs instead.
Ubuntu 20.04 will rely upon systemd instead of init such as:
systemctl status mailscanner
