The ms-configure script uses the same cpan commands you are entering, so 
I'm surprised it isn't working properly.  You may try using cpan against 
Test::Needs, which is one you indicated that failed to download.

These modules will affect SpamAssassin more than they'll affect MailScanner.

MailScanner logs everything to maillog.  If you don't see anything it is 
because nothing is processing.  Verify that MailScanner can read the 
postfix/hold directory and that permissions look correct.
