It is.

Do you have the appropriate

Virus Scanning = %rules-dir%/virus.scanning.rules

in your MailScanner.conf.

If that's the case, you should be aware that From and To addresses in
rules are the envelope sender and recipient(s). The envelope sender may
not be equal to the From: header address.
