missing avastBusy.lock file

The command ms-create-locks normally creates these, but only those files
for which there is a *-autoupdate file in /usr/lib/MailScanner/wrapper/.

However, you can just

`touch /var/spool/MailScanner/incoming/Locks/avastBusy.lock`

to create the file and then set its owner, group and mode the same as
the other files in the Locks directory.
