These 'definite fraud' sites are listed in
/etc/MailScanner/phishing.bad.sites.conf.master. The data in that file
come from <https://www.phishtank.com/>.

You can whitelist mandrillapp.com for your installation by adding it to
/etc/MailScanner/phishing.safe.sites.custom.
