MailScanner 5.1.2 not working

It is true that not everyone needs this; however, when mariadb is not
present, these entries do not have an effect.  When it is installed, it is
important that 1) MailScanner starts after mariadb, and 2) mariadb is
started before mailscanner starts when systemctl operations happen.
