Checking URL on picture

Hi all,
We had an email arrived and the message included a .png file yesterday. In our Outlook, it actually showed the picture as a part of message. The picture had a URL link which points to a dodgy .zip file. I've attached image files which explains what I'm talking about for your convenience. Is there any way to check hyperlink on a picture and block the message? I guess this is similar to phishing check? Thanks a lot.
