Assuming that MailScanner is scanning with SpamAssassin and the
SpamAssassin rule SPF_FAIL hits on an SPF failure, the setting you want
for SpamAssassin Rule Actions is

SpamAssassin Rule Actions = SPF_FAIL=>store,not-deliver
