Yes.

The rule is:

 - if you change some %whatever% variable, and that variable is then 
referenced within another rule, you have to make sure that that other rule is 
repeated in your config files *after* the point where you defined %whatever% so 
that it uses the new definition of %whatever% and not the old one.
