Thats because the envelope to has the non rapheal user and this what
mailscanner triggers on. When you have multiple users in the to or cc abd
you have conflicting actions it get confusing as what would happen otherwise
Have a look in the for a way to make your mts split the messages into
multiple messages for each recipient so each email addreas recieves itams
correct actions
