Spam checks first or virus

This was done to support detection of "spam-viruses", i.e., spam
detected by virus scanner signatures such as those from
<http://www.sanesecurity.net/>. See the entries for 4.78.3 at
<http://www.mailscanner.info/ChangeLog>
