One thing I forgot to mention...

Make sure to load TextCat from the .pre files in your /etc/mail/spamassassin (or where ever it's located).
grep the directory for it, make sure it's uncommented and loaded.

TextCat is needed by 'ok_locale' and CHARSET_FARAWAY.
(the pod file states... TextCat will try to make its best guess. YMMV)
