We simply use mailwatch for what you need. It can be used as a very basic and ugly webmail experience. It of course do not let the users reply to mails, but they can read them with a little training.

It's good enough for us. I'm guessing once Baruwa becomes more mature we will change to that, which probably will or already does offer the same ability to read quarantined/archived mails.

Just my 5 cents.
